I think most people are not looking for a handout like the large banks did. We just want a helping hand. With a modifcation the banks make more money in the long term.I have been working with Chase for a modication for over two years and till do not have one. I am not backwards on my home. I owe less then the house is worth. So check out http://chasehomefinancesucks.com. Because Chase sucks. Also I have a signed contract from Chase that states if I make three payments they will give me a full modication. Made the payment but did not get the full modification. See Chase sucks.

I am not sure if getting more debt to get out of debt is such a good idea.

On the surface it looks like a sound idea – get more credit to put money into your home. I think a better use of that credit would be to either consolidate your debts with a low interest credit line or use the line of credit to settle your debt.
